To fully examine the Shahrood City Council elections, we must turn the pages of the calendar back and go back to March of 1998. The days when the pictures of the then mayor of Shahrood in a strange and illegal act were published together with one of the candidates of that day. The announcement of Mohsen Ahmadi’s support for Ali Asghar Khani and the provision of the campaigning facilities of the municipality to the desired candidate brought many complications for the then mayor of Shahrood after the election. As one of the main agents of the election and the special representative of the governor, he had to maintain his neutrality in all stages of the election; It had become a powerful independent variable that had influenced the election process in favor of Ali Asghar Khani. After the elections, the fifth council of Shahrood reduced Ahmadi’s authority, and this caused the then mayor to make the situation tense by drawing a fight among the people. The council also keyed in on his impeachment project, and Ahmadi, two or three nights before the last Nowruz of the last century, was recorded in history as the first impeached mayor of Shahrood.
After the impeachment, Ahmadi did not sit idly by, and using the atmosphere that was still an election, he employed some members of the staff of Ali Asghar Khani, who was now the representative of Shahrood in the parliament, and launched various campaigns in the virtual space. Despite the spread of Corona, he organized several rallies in front of the governor, but of course he did not attend any of them. He, who saw his back to the representative, still claimed to be a mayor and filed a complaint with the same theme in the Court of Administrative Justice and was able to obtain a temporary ruling to stop the impeachment process, which was invalidated by the legal defense of the city council. Of course, Ahmadi did not give up and in the appeal process, he again raised his claim of being the mayor, the trial of which has not yet been held.
Simultaneously with the above events, the Shahrood city council elected its new mayor and the governor of this city sued Ahmadi for the violations that occurred during the elections. The city council also sent Ahmadi’s violations in the form of 7 legal cases to the provincial inspection organization, which were also sent to the prosecutor’s office for indictment. Mohsen Ahmadi, who knew that his involvement in the election process would face a heavy punishment, despite the evidence, denied supporting Khani in court and considered all the events that happened to be the result of the misuse of Khani’s headquarters and the handing over of municipal facilities to Khani’s election headquarters. put on the contractor’s neck; so that he can get rid of this accusation.
On the other hand, the new representative of the city, who was angered by the report of the election violations of his headquarters and the failure to use his forces by the then governor of Shahrood, Nader Fakhri; He used all his efforts to oust him in order to avenge Ahmadi’s impeachment. An effort that the main part of the representative’s activities and consultations in the first year of his term of office was devoted to.
