2- According to article 0-3-3 of the standard of electric elevators number 1-6303, 1393 version, parts must be selected and installed in such a way that predictable environmental effects and special working conditions do not interfere with the safe operation of the elevator.

These periodical inspections and tests must be done according to Appendix (C), in accordance with Article 15-2-6-3 of the 15th topic of the National Building Regulations 2012 version, the maintenance contract is always mandatory, and in the absence of a contract with competent persons Dar (which apparently there was no competent person in the matter of this incident) and the conclusion of a proper maintenance contract should exist, and in this regard, in my opinion, due to the weakness of government institutions and organizations, proper contracts have not been issued in the country, and there are many weaknesses in It can be seen that the origin of most of them is economic, in other words, the users are not willing to pay a fair and appropriate fee to the service and maintenance, there is no need to enter into this discussion.
However, in accordance with the above requirements, in case of not concluding a suitable contract with competent natural and legal persons and an accident occurs, the responsibility lies with the employer or the building contractor (the subject of Article 1-3-3-16 of the standard of electric elevators, No. 1-6303, 1393 edition). )
In addition, in the inspection and maintenance of the elevator, while complying with Appendix (C) in the electric elevator standard numbered 1393-1-6303, the requirements listed in section 22-10 of the twenty-second topic of the National Building Regulations under the title of care and maintenance of the building should also be considered. and be observed.
The fact that the operators of the building, due to economic considerations and lack of knowledge of the important issue of service and maintenance, leave it to unqualified persons, and in addition, according to the text of the current contracts in the country, their conditions are inappropriate, the result will not be part of the occurrence of such damages. .
Other cases such as bridging of the doors, absence of the self-closing spring behind the door and other technical reasons for the accident will require careful visits and controls.
