Guidelines for allocating feed inputs to laying hen production units in exchange for the delivery of produced eggs
1- Registration of the poultry farmer’s online application to obtain a poultry permit in the Samast system up to the capacity of the exploitation license (by the poultry farmer).
2- Examining the request for polling by the Mehen Poultry Farmers Union in the Samaset system
3- Application review by Jihad Keshavarzi management of the city, which includes control of the following:
1-3-Compliance with the amount of eggs delivered during the previous month in compliance with the approved price in proportion to the input received based on the production forecast information registered in the Samast system and health certificates for the transportation of edible eggs issued (confirmation of evacuation) in the quarantine system.
2-3- Control and confirmation of operating license details (capacity, validity date, poultry farm address and postal code) and user details (name and surname, national code/national ID, mobile phone) and unique ID.
Note- Each production unit only has a unique identifier. Otherwise, the issue will be reflected in writing by the Jihad Keshavarzi Organization of the province to the Information and Communication Technology Center (FAVA).
4- Examining the application in terms of health by the veterinarian and sending the answer to the Samast system, through (the window of the agricultural unit) of the Fava center.
5- Issuance of a pulverization permit in the case of health approval in the Samasat system.
6- Issuance of a health certificate for the transport of chickens in the quarantine system from the chicken breeding unit to the poultry farm based on the license issued by the veterinary organization.
7- Timely registration (up to 72 hours) of the approval of the discharge of chickens in the poultry unit by the veterinary organization in the quarantine system.
8- Daily monitoring and control of information received from the single window by the Information and Communication Technology Center and sending it to the market system.
9- Supervising the transportation of the purchased inputs of producers in the market system and presenting the final summarized report by the province’s agricultural jihad organization (according to the attached form).
10- Monitoring and control of the units during the production period in terms of the amount of production and stock of the herd by the country’s veterinary organization.
11- The egg delivery process during the production period is as follows:
1-11- Registering the amount of egg sales on a weekly basis in the poultry GIS system by the poultry farmer/ technical-sanitary officer of the poultry farm based on the veterinary license number and unique identifier by the laying unit and collecting and storing them to be presented to the competent authorities if needed.
2-11- Issuance of a health certificate for transporting edible eggs by the veterinary organization to the stewards introduced by the country’s market regulation headquarters.
Note: In Tehran province, it is delivered to the Livestock Affairs Support Company.
12- Monitoring the amount of eggs delivered at the approved price of the poultry farm based on the amount of input received by the management of the agricultural jihad of the city on a weekly basis according to the information obtained from the quarantine system. 
Note: In case of non-compliance of the amount of delivered eggs with the received input, the following action should be taken according to the case:
A: Preventing the purchase of inputs by the unit in the market system through the access given to the head of Jihad Agriculture Organization of the province in order to block the purchase of inputs by the poultry unit.
B: To introduce the poultry farmer to the competent legal authorities.
A: Issuing the permit for the next period is also subject to the determination of the task of the competent authorities
13- Issuance of sanitary transport certificate in the quarantine system for sending end-of-period chickens to the slaughterhouse will be done by the veterinary organization.
14- The veterinary organization must register the approval of the discharge of the chicken at the end of the period in the quarantine system at the destination slaughterhouse, and the approval of the discharge of the said chicken in the slaughterhouse is the criterion for issuing a hatchery permit or assigning a feed quota from the market.
