Supervising engineers have regularly controlled the construction process and reported the critical status of the project; Even in its last report, which is related to 1401, the critical status of the project was once again reported to the municipality, but the report of the engineering organization was not paid attention to.
The engineering system organization does not have the legal duty and the means to stop the project, the engineering system organization can only report the violations to the municipality during the construction process, and the municipality must stop the unauthorized construction.
In an obvious violation, 3 floors of this tower were built as an addition, and ignoring the report of the supervising engineers led to this disaster.
