The rate of increase in social security retirees’ salaries after assimilation

The head of the research group of the General Directorate of Pensions of the Insurance Deputy of the Social Security Organization gave an explanation about the increase in the salaries of social security pensioners after equalization.

Abolfazl Golmohammadi said in the webinar “Proportionalization of pensions and the role of economic and political factors” that was organized by the Higher Institute of Social Security Research, stating that the proportionalization of pensions was achieved in accordance with paragraph b of Article 12 of the 6th Development Program, he stated: This legal article of the Social Security Organization He was obliged to adjust the pensions during the implementation of the program.

He added: Based on this, several meetings were held with social partners in 2016 and 2017, and the result was a formula based on which proportionalization was implemented.

The head of the Research Department of the General Directorate of Pensions of the Insurance Deputy of the Social Security Organization stated that before this equalization had happened twice, he stated: once in 2018 and once in 2018, we equalized the salaries of pensioners. In 2008, based on a formula, all retirees who had received pension until the end of 2008 were included, and in 2008, salaries were increased according to a fixed table from 12 to 82 thousand Tomans in a stepwise manner, and whoever received a lower pension has a higher increase. became.

Gulmohammadi continued: But in the recent proportionalization, we reached a formula that had three indicators; First, the amount of participation in terms of the amount of salary subject to deduction of insurance premium, secondly, the period of participation as a record of payment and thirdly, the date of establishment of pension. Article 96 has caused a person’s pension not to retain its real value for some years, for example, the salary of a person who retired in earlier years was different from a person of the same rank who retired later. For this reason, the pension establishment date was included in the formula.

Pointing out that we defined a pension coefficient at the time of establishment and a pension coefficient at the time of implementation of proportionalization, he said: The difference between these two coefficients was a number that was added to one and we reached the final coefficient which is in the basic amount table. From 150,000 tomans to 465,000 tomans, based on previously defined classes, it was multiplied and an additional number was obtained.

He continued: We also defined another coefficient for those who had 25 years of experience and above, in order to encourage increased participation. Based on this, from one to eight percent of the minimum wage in 2019 was added to the previous formula for each year, and a person with 35 years of experience received up to eight percent of the basic salary in 2019, which is 152 thousand tomans, under the title of “incentive factor”. was doing

Referring to the adjustment difference row, Golmohamadi said: those who had 30 years of experience and were minimum wage earners, their total payment reached over two million and 800 thousand tomans with a number called the adjustment difference, and for 35 years of experience and above, this 3 million Tomans was considered. Other items such as housing allowance were also added to the proportionality and were awarded to all retirees whose pensions were established by the end of 2018.

He continued: “Proportionalization has a financial burden of 18,000 billion per year, and it has been implemented since the first of August 2019.”
