*Hello and God’s blessings on all dear colleagues.*

One of the very basic problems and issues of the engineering community, especially the respected Nazar, is the failure to receive *remuneration* for very dangerous and risky *destruction* operations.

This important thing has been neglected in our province for many years and a strong will and determination is needed to revive it.

Regarding the issue of destruction, it is necessary to examine the legal materials first.

* The definition of construction operations is given in paragraph 12-1-3-1 of topic twelve:*

Construction operations include *demolition*, excavation, embankment, *excavation*, protection of excavation and foundations, construction of temporary and permanent buildings, development, overhaul and strengthening of buildings, facades, landscaping and construction of prefabricated parts at the site of the construction site. , digging wells and water and sewage pipes and other infrastructure facilities.

*Also, according to Article 3 of the Executive Regulations of Article 33, as well as paragraph 2-2-2 of the second topic of the National Building Regulations, it is specified:*

*The national building regulations have common and identical principles that are valid throughout the country and govern any construction operations such as ((demolition)), building construction, changing the use of an existing building, building development, basic repair and strengthening of a building.*

*It is a very important and regrettable point that in the system of engineering services, no fee is considered for demolition, and supervising engineers are required to supervise the executive operations (construction) of the building according to the approved plan.*

*The next point that should be paid attention to is that supervisors’ fees are calculated and paid based on the size of the construction, and we see that there is no place for supervision of demolition and excavation operations.*

Unfortunately, many issues have been neglected in the province’s engineering system over the past few decades.
Of course, there are provinces that have been active in this field and are in the future, and currently the cost of destruction is calculated separately and deposited into the supervisors’ account.

*Now when will these things be implemented in our province and is anyone really pursuing the reform and implementation and right of the engineering community???*

*The least we expect from the respected authorities is to diligently pursue this matter and restore the rights of the engineers who are members of the organization.*
