In the name of God of the heavens and the earth
In recent days, Mashhad Municipality has started a project with the title of geometric modification of the entrance roads of Targahba and Shandiz villas, which will include the positive and negative effects of all three cities. It is not a secret that the ecosystem of Mashhad city is not separate from the ecosystem of its surrounding areas, especially the two summer towns of Torgebeh and Shandiz. For example, in the second half of the year, at the same time as the air is more stable and the concentration of pollutants increases, the prevailing wind of Mashhad city blows from the north and northwest, and in fact, the air of Mashhad reaches this city after passing through the cities of Torqaba and Shandiz. In such a situation, any action that endangers the air quality of the cities of Targaba and Shandiz will affect not only the citizens of these cities, but also the citizens and pilgrims of Mashhad.
On the other hand, conducting environmental impact assessment studies (EIA) is necessary for construction projects of this scale, and failure to conduct these studies, in addition to violating national and local laws, makes decision-making conditions unclear. Meanwhile, the implementation of this project has caused some concerns, including:
1- It is feared that facilitating the movement of private cars to the cities of Targaba and Shandiz will increase the air pollution in these cities and accelerate the process of their relative temperature increase. Thus, in the medium and long term, Targaba and Shandiz will face the risk of losing their relative advantage, i.e. summer weather.
2- There is a threat that by increasing the infrastructure of private cars and facilitating commuting to the cities of Targaba and Shandiz, the process of legal and illegal constructions in these cities and the conversion of natural and green lands into commercial complexes, villas and apartments, residential gardens, garden- Restaurants and garden-halls have intensified and in practice the natural environment of these cities has completely turned into an artificial environment.
3- This question is raised, has the carrying capacity been calculated for the cities of Targaba and Shandiz in order to determine how many citizens and tourists are “sustainable” in these cities? The results of ignoring this simple but important question have been seen in some northern cities of the country, and a similar danger threatens the cities of Targaba and Shandiz.
The signatories of this letter request the Mashhad Urban Management Group, the Targahba and Shandiz Urban Management Group and the Environmental Protection Organization to stop the geometric modification project of Pertovi Bridge in order to ensure compliance with Article 50 of the Constitution of the Islamic Republic of Iran and to ensure compliance with the considerations of sustainable development. Before proceeding with the work, evaluate the environmental consequences of this project and publish its results publicly. Obviously, if this project does not have environmental consequences, or even its consequences can be compensated, its implementation will be useful and effective.
