Part 13: Part of the description of the very important duties of design engineers
Based on Article 4 of the second topic of the National Building Regulations:
All construction plans, maps and technical documents, including architecture, structure, mechanical installations and electrical installations, must be exclusively designed by building design engineering offices or legal building designers within the limits of their competence, who have an employment permit from the Ministry of Housing and Urban Development in the field of design. It should be done according to the following terms and conditions and in accordance with similar contracts, an example of which is the attached description of the services of construction engineers and should be concluded with the owners.
Municipalities or other licensing authorities are also obliged to include the names and specifications of the designers who meet the conditions, which have been introduced by the owners, in the relevant licenses and to accept only the plans that are designed by the head of the design engineering office, as the case may be, with the agreement of the real designer or the designer. It has been signed and sealed with the agreement of the real designer of that project within the relevant competence and capacity, and the technical specifications of the work and its execution plans have been carried out based on the description of the services of the engineers of the construction disciplines and have been approved by the provincial organization.

According to his specialized field, the building designer is responsible for all the stages and issues of the design, to the organization of the province, municipality, other licensing authorities or other control authorities.
It is also documented in paragraph 4-1-5-2 of the fourth topic of the national regulations, which says in this regard:
Before preparing the plans, the desired place should be (visited) by the designer, and if there are any valuable works, whether natural, historical buildings or other works of material and spiritual value, in accordance with paragraph 7-11 – 1-4, the relevant authorities should be notified
