In Article 29 of the Engineering and Building Control System Law, there is a discussion of the regulations of the trade union system of construction works, which is definitely aimed at organizing unions and construction trades such as builders, concrete mixers, painters, etc. The law is the trade union system (not the organization of the trade union of architects or the trade union of mass builders, Article 131 of the Labor Law).

Because the Supreme Supervisory Board has an interpretation in the Trade Union Law, and Trade Unions originate from the Labor Law.

Probably, the Ministry of Roads and Urban Development + the Central Council of the Construction Engineering System Organization, the construction unions, have confused the trade union law with the labor law trade union associations, so they went after their affairs.
The Ministry of Roads and Urban Development will give some of its time to the construction trade unions to prepare the bylaws of the trade union system of construction works (by holding electronic meetings with the unions).
It is hoped that they will prepare this regulation with the opinion of the workers of these unions, rather than asking the trade union association of mass labor law makers without obtaining the opinion of the trade unions.
