Considering that the country is currently in a state of water bankruptcy and the destruction of natural resources and the environment has reached critical conditions, it is recommended that the following things be prioritized in the water sector in the 14th government:
- Revision of the law on fair distribution of water
- Completing the monitoring systems for the quantity and quality of water resources and making the data from the monitoring systems available to the public
- Attention to the principles of good governance in water resources management, especially the real participation of stakeholders in the management of water resources systems.
- Modifying the existing approach in water resources management from water supply management to demand management
- Creating coordination between different institutions related to water resources management in policies by strengthening the Supreme Water Council
- Improving water efficiency in different sectors, especially the agricultural sector
- Paying special attention to the economic value of water in different sectors of drinking, industry and agriculture and the proper use of market and water bank tools.
- Revision of land improvement and water resources development plans according to the actual water and environmental carrying capacity in the watersheds.
- Implementation of existing programs to adapt to water scarcity and develop comprehensive management plans for extreme conditions (drought and flood).
- Attention to the import and export of virtual water in policies
- Expansion of extraterritorial cultivation to reduce the pressure on the agricultural sector to ensure food security
