The CEO of Tehran Transport and Traffic Organization added: According to the thirty-seventh provision of the Fourth Development and Development Plan of Tehran, the municipality is obliged to study and review the nature and method of applying spatial restrictions in order to preserve the environment and reduce air pollution. The time when the traffic of cars in all areas of the city is proportional to the level of surveying, the effects of congestion and pollution and the provision of an alternative model should be implemented up to one year after the notification of the program.
Efendizadeh stated that about four years have passed since the implementation of the new method of controlling traffic areas in Tehran and said: In the current situation, the pathology and feasibility of its improvement seems necessary.

By purchasing a plan, private cars can get a permit to enter and drive within the traffic plan. Also, traffic in the air pollution control area is allowed for 20 days in every season of the year.
