Important points in school finance
1- School principals are not allowed to provide gifts for teachers from the per capita premises, but according to Article 90 of the Executive Regulations of Schools, they can use the public donations with the approval of the Parents and Teachers Association to encourage staff and teachers.
2-Government checks must be signed by at least two people.
3- Overdue checks are prohibited in any case.
4- The salary amount is paid to the director of the school by issuing a check. The salary amount must be settled at the end of each financial period (the maximum amount of the salary check in the General Administration of Education of Tehran Province is five million rials.
5- Issuance of checks in cash by government agencies is prohibited, therefore, educational units should not issue checks in cash under any circumstances.
6- Keeping cash (except for salary) is not allowed in any case.
7- To issue checks above the ceiling provided by the General Administration (currently ten million rials), school principals are required to obtain a license from the Department of Education.
All financial resources of schools under any title (except for government appropriations such as per capita and other deposits from education that are deposited into school accounts) shall be deposited into the short-term deposit account of schools.
The school finance council shall meet at least once a month.
10-The signature of the school principal is fixed on the check.
11-All invoices must be dated and titled in the name of the school and also stamped and signed by the seller, then the back of the invoice must be signed by the buyer and after mentioning this sentence (purchased at the lowest possible price). The seller’s address must be written. Changes in the date of invoices and invoice amount or any violations must be confirmed by the seller.
12-If some schools are selected as executors of the competition through the department, the necessary coordination should be made with the accounting of the region or city in the field of expenditure.
13-If the property is lost in the school, the school director is obliged to obtain the final result and provide compensation and replace the same property or remove it from the office of the property in the office.
14- In case of cancellation of the check, the check leaf should be kept.
15-In case of depositing the amounts of contributions in one go, it is mandatory to attach the list of students.
16- Payment of assistance to poor students from the relevant chapter with the list of students and with the signature of the parents of the students or students is allowed.
17-Necessary security should be observed in issuing checks and copies should be made of all checks issued.
18- Issuance of checks in the name of the person (other than salary) shall be refrained from.
19-The remaining salary at the end of the fiscal year must be deposited into the school account by receipt.
All deposit slips must be attached to the documents.
