He stated that the market situation, future forecast and mass builders’ proposals have been taken into consideration in this regard and the said toll rates have increased in some areas and remained constant in others. He said: The municipality does not want to increase the issuance of construction permits because the annual cost of Mashhad municipality is 100 thousand billion Rials, while 15 thousand billion Rials are obtained from the issuance of permits, and this amount is not decisive for securing revenues. Asgharipour added: For each apartment construction permit, we need green spaces, asphalt and waste collection, which must be done for a lifetime, in other words, several times the income of issuing the permit must be spent. If it is not done, 256 jobs that are directly related to the construction sector will be closed. Asgharipour continued: since 2016, the cost of materials has increased 210 times, municipal costs have doubled, and the price of land has almost tripled, and on average, the factors affecting the price have tripled, but the final product has increased in price three times and its profit It has gone into the pockets of the producers. He added: In the sale of each square meter of the building, the share of the municipality is on average 6%, this amount does not make any economic project justified or unjustified. The municipality’s share in low-income areas is less than 1% and the maximum is 11%. Bahram Falahati, the head of Mashhad Municipality’s Department of Identification and Provision of Revenue Sources, also said in this meeting: In 2014, the direct tax law was amended. Article 64 of this law allows the transaction value to be determined based on 2% of the day’s price. The same law specified that this value should increase by 2 to 20 percent every year. He added: This action was carried out in Mashhad during 2015 based on a 2% increase. It was not done in 2016 and last year it was done on the basis of 6%, although the prices increased a lot last year, but the price of the building permit did not increase on this basis.
The reaction of the Real Estate Consultants Union
On the other hand, the head of the Mashhad Real Estate Consultants Association considered this increase in the cost of issuing construction permits in Mashhad to be the reason for the high cost of housing and said: the municipality has increased the cost of issuing permits by 30%, so real estate developers should sell the houses at the new cost price. And of course, it is accompanied by an increase in price. “Ali Muradzadeh” added in an interview with the Journalists’ Club: “In this regard, we had many follow-ups with the municipality and the Economic Security Police regarding the reduction of construction permit fees, but we have not reached the result yet.”
