– Comprehensive plan: programs to control and guide the growth of cities and the correct patterns of land use in cities. The master plan predicts the population growth and physical expansion of the city in the future.
– Detailed plan: Based on the general rules of the comprehensive plan, the duty of each property or piece of land is clarified in terms of use, density, height and territorial separation in the city, district, and neighborhood. The exact status of transit networks is specified in this plan.
– Urban master plan: for the future development of the city, it includes how to use urban land for different functions and providing short-term solutions for cities without a comprehensive plan.
– Article 5 name change: review and approval of detailed plans in the governor’s office or the governor general’s office is done by a commission headed by the governor or governor, the head of the city association, the mayor and representatives of the Ministry of Housing and representatives of the consulting engineers preparing the plan. Regarding the city of Tehran, the review and approval of the detailed plan is the responsibility of a commission consisting of representatives of the Ministry of Housing, the Ministry of Interior, the Ministry of Energy, the head of the Environmental Organization, the mayor of Tehran or his authorized representative, and the head of the Tehran City Council. The secretariat of the commission is located in the municipality and its secretary is the mayor of Tehran.
– The organization plan of the city of Tehran was prepared and approved by the Supreme Council of Urban Planning in relation to the revision of the Tehran Comprehensive Plan in 2013. . This plan was first prepared as a temporary plan for the preservation and organization of the city of Tehran by the Ministry of Housing in 1366. The planning plan of the city of Tehran was approved by the Supreme Council of Urban Planning in 1370, and it was approved by the Supreme Council of Urban Planning in 1370, and in 1371 it was renamed to the comprehensive planning plan of the city of Tehran. It has been implemented with the same name since this year. In this plan, Tehran is divided into 5 districts and 22 regions.

Procedures for approval of urban conductor plans:
1- Technical committee of the province: including the deputy governor for construction, the head of the technical office of the governorate, the general director of housing and urban development of the province, the general director of culture and art of the province, the general director of provincial roads and the head of environmental protection of the province
2- Review and approval in the city council
3- Confirmation and notification of the governor
