You may not know, but I have been working as a senior hydrologist and flood management specialist in Texas for twenty-nine years. This recent great tragedy in Iran has broken my heart. So much rain that has come there, it is so insignificant and trampled that when the children at our work asked me, I was embarrassed to say that there is a solution for such natural disasters. In our city, it rains twenty-three inches overnight, and two hours later you don’t see a single drop of water on the streets.
My homeland is my heart.
With consistent management, regardless of political issues, not wasting people’s money, a flood management system can be launched. In our city, we have thousands of fountains. Every neighborhood, every sales center, every parking lot, must build a watershed the size of that place before construction.
These waters are collected in these retention ponds. If you had torrential rains in Texas or Seattle, the entire province would be flooded on the first day. We classify floods as 100-year and 500-year floods. What you had in Iran is a typical spring rain in Texas. For example, I have to say that on Halloween five or six years ago, we had twenty-two (22) inches of rain falling at a height of 55 centimeters, and only one neighborhood, which was ten meters away from a creek, was damaged. We do not open the floodgates to people here. There are two big dams in our city, which are managed by the Upper Colorado Management Organization. I work closely with them. I don’t want to blame my country, but we have a lot of work to do there. When the kids at work asked how many inches of rain started that flood, I was embarrassed to say. In our city twelve years ago, twenty-three inches of rain (about 60 centimeters) fell in twenty-four hours, and the water did not move.
We have a team of 150 people who monitor the city’s floods every day (yes, every day). You might think Texas is dry, but come and see how we’ve started a grass and tree movement to prevent flooding.
In Texas, it is a felony to cut down a tree without the permission of several city, state, or federal government agencies. Here we register online and two weeks later they bring us three trees for free and leave them in front of the door.

What happened to my country?
In Texas, before you get a permit and license to build a commercial complex, you have to show what Retention Pond you intend to use for the area there. We have two types of cisterns here, the construction of which is mandatory. One is Retention Pond and the other is Detention Pond. In larger places, we also have Flood Plane. These water bodies have the capacity of one hundred to five hundred year floods. This does not mean that these floods occur every hundred or five hundred years. For example, the rain on Halloween night seven years ago, more than twenty-three inches of rain fell overnight. Only houses within twenty meters of Williamson Creek were damaged. Here, a house close to the river and Creek is more expensive and purer.
