1. With reference to Article 4 and Clause A of Article 32 of the Engineering and Building Control System Law and Article 3 of its Executive Regulations and Chapter 4 of the Executive Regulations of Article 33 as well as the provisions of the third chapter of the second topic of the National Building Regulations, providing any engineering services, especially In the implementation department, it should be done exclusively by qualified persons, and the intervention of natural and legal persons without qualifications in technical matters, which requires professional qualifications, is considered a violation of the law.
2. It should be noted that in accordance with Article 35 of the Executive Regulations, Article 33 and Clause 14-19-1 and 15 of the second topic, it is necessary to issue the technical and real estate certificate of the building before issuing the completion of the work, and the supervisors are allowed to provide the green certificate for the completion of construction operations until Issuance of technical and real estate certificates are not buildings.
3. The presence of all competent builders (workshop supervisor) in the workshop is mandatory and is carefully controlled by the engineering system.
4. Any complaint from the supervisor for the implementation of national regulations and the request for the presence of a competent builder and the owner’s complaint against the supervisor for not issuing a permit to start work due to not hiring a competent builder will not be heard in the organization’s arbitration committee and the disciplinary council.
