Nobakht’s new circular for paying salaries to executive bodies
Heads of forces and ministers receive salaries below 10 million tomans from this month
1- The devices subject to this resolution are:
Executive bodies included in Article (5) of the Civil Service Management Law, including the exceptions of Article (117), such as members of the academic staff, judges, the Islamic Council and the Center for Majlis Research, public non-governmental institutions and organizations (such as organizations under the supervision of the Supreme Leader, including the Mustafafan Foundation and its subsidiaries, the Relief Committee, the Executive Headquarters of the Order of the Imam and its subsidiaries, and municipalities, etc.), the Expediency Council, the Assembly of Leadership Experts, the Guardian Council, the Advisory Boards and the Court of Audit, the Armed Forces, as well as those included in paragraph (b) Article (20) of the Fifth Development Program Law, the Judiciary, the Islamic Republic of Iran Broadcasting, state banks, the Central Bank, Iran Insurance, all government organizations and companies, the Atomic Energy Organization and its subsidiaries, the Ministry of Petroleum and its subsidiaries, the Development Organization and Modernization of Iran Industries, Development and Modernization Organization of Mines and Mineral Industries of Iran, Organization of Small Industries and Industrial Companies, Agricultural Settlements Company, Ministry of Information, Secretariat of the National Security Council, Secretariat of the Supreme Council of Cultural Revolution, Economic and Commercial Free Zones, Anti-Narcotics Headquarters , Headquarters for Combating Goods and Currency Smuggling, National Development Fund, companies that have been assigned to the non-governmental sector in the implementation of the policy implementation law of Article 44 of the Constitution of the Islamic Republic of Iran, and the majority of their board members are directly or indirectly appointed by government officials and other Devices that somehow use the entire country’s budget to pay salaries and benefits.
2- The net monthly payment ceiling of senior political officials subject to clauses a, b and c of article (71) of the Civil Service Management Law including: the heads of the three branches, the first vice president, the deputy chairman of the Islamic Council, members of the Guardian Council, ministers, representatives of the Islamic Council and vice presidents and equivalent officials after legal deduction and tax must be less than ten million tomans.
3- The net monthly payment limit to other officials and all managers and employees subject to this resolution, after legal deduction and tax, should not exceed 3 times the salary limit determined in Article (76) of the Civil Service Management Law. The average of this ceiling will be the calculation criterion annually.
Note- Payment to employees and managers working in operating units located in geographical areas with bad weather and deprived of living facilities (at the discretion of the Salary and Wages Council) is allowed up to thirty percent higher than the limit stipulated in this clause.
4- Any amount such as bonus, remuneration, research fee and similar items that are paid to the employees of the institutions subject to the approval by the other institutions in accordance with the legal criteria in paragraph (1) of the resolution, will be included in the scope of this paragraph.
Note- The bonus subject to Clause A of Article (50) of the Fifth Development Program Law, which is determined annually in the implementation rules of the budget, Eid, daily mission fee and teaching fee of qualified employees, which is done outside the office hours according to the relevant rules, is subject to the payment limit set in This is not a resolution.
5- The staff of the medical group working in operational and treatment units is subject to a resolution that is approved by the Salary Council within one month at most.
6- Accountants and financial managers of executive bodies should refrain from any payments that do not have the approval of the salary council. Regulatory bodies should routinely monitor this matter.
7- The terms of this instruction are effective from 1/5/2015.
