The emergence and growth of cities is the result of many decisions that people make for their needs, such as determining where to live, work, play, study, and so on. They assume that each directly or indirectly affects the other.  There is no doubt that urbanization itself has improved the living standards for an important part of the people.

 Urban spaces, as a platform for the formation of social and bio-urban relations, have an impact on the quality of life of city residents. However, rapid physical and population growth and at the same time unplanned ultimately lead to the formation of cities with minimal efficiency and challenges such as social inequalities, polarization and unequal access to urban facilities always threaten urban communities.

Therefore, urban management has emerged as a new and efficient approach in solving the problems of urbanization, because in the absence of proper management and planning of urban spaces, the daily life of citizens will face major problems. But in the contemporary complex world, the role and function of cities are changing due to many changes in the urban lifestyle, so urban management is forced to use new management methods in order to achieve a better quality of urban life, increasing efficiency and democracy.

Therefore, paying attention to the demands and rights of citizens is considered a basic criterion in the efficiency of urban management, and the relationship between urban management and citizens is of special importance. The greater the participation of the residents of a city in the planning and implementation of urban plans, the more dynamic the city will be. The need of today’s urban society is to identify structures and processes that, while increasing the presence and participation of citizens, also provide the basis for establishing urban justice.
The 9th of May, the anniversary of the formation of the Islamic councils, is considered a great event in the holy system of the Islamic Republic of Iran. Today, the Shura is a turning point that has made people’s participation in urban and rural management and development an object, and in other words, it is the crystallization of the realization of citizen’s rights in the field of urban management.

Undoubtedly, the institution of the council is one of the progressive and clear principles of the constitution, whose foundation is rooted in the Qur’an and the fundamentals of the Islamic religion and the clear sources of our religious teachings, which has been put into practice due to the establishment of the holy system of the Islamic Republic, and indicates the deepening of religious democracy. in our beloved country.

With the support of people’s votes, the councils are considered as urban policymakers, who are actually responsible for formulating the frameworks and executive levers for the development of the city and maintaining the urban life in order to play a role in the production and reproduction of urban spaces and the establishment of urban justice by enacting laws.

The members of the city council take into account the cultural considerations and the convergence of urban capacities in order to achieve participatory planning and create equal opportunities for all different groups of citizens to establish a balance and balance of facilities at the city level.

Due to the effective actions of the councils, urban disputes and anomalies will be reduced to a minimum and the quality of life of citizens will be improved.
