Based on the wrong perceptions of an important, clarifying and anti-corruption resolution of the parliament in the budget bill of 1403, some media have created atmosphere and published false and untrue content against this resolution.
According to the government bill for the budget law of 1403 and the approval of the parliament in paragraph “c” of note 6 of this bill, “if the total amount and frequency of deposits to the non-commercial accounts of each natural person in each month, from the sum of the amount and frequency of deposits until the end of May of the year 1403 is determined by the Money and Credit Council, if it is more, it is the responsibility of the account holder to prove that the transactions are not income and to present the documents. “Non-commercial account” means an account that is not registered with the country’s tax affairs organization as an account related to the taxpayer’s activity. Some people have mistakenly thought that according to this decree, whoever increases the amount of deposits to their bank cards next year compared to before, should pay tax, in the event that this perception is completely wrong and against the decree.
The purpose of this resolution is to separate business accounts from normal accounts and to clarify the income of some businesses, which mainly tax evasion was done by them and they deposited their income transactions card by card to personal accounts. This category of business owners have so far evaded paying taxes in various ways, including not using card readers and requiring customers to pay their expenses by card or cash (for example, patients, car buyers, real estate or clients, etc.), and even most of their income transactions to It has been non-commercial accounts. In fact, this resolution has nothing to do with ordinary people and general tradesmen, and it only includes this special group of business owners who have so far avoided clarifying their huge incomes by cheating and evading the law.
Also, contrary to the unreal claims made, it is not the case that everyone whose income increases compared to the previous year is subject to this resolution. Rather, according to the same resolution, “the Money and Credit Council is obliged to specify by the end of May of next year” what commercial characteristics people’s bank accounts are known by. For example, accounts that have 100 transactions per month and the total of these deposits are more than 35 million tomans are subject to this resolution. This means that if an account had 99 income transactions and the total amount is more than 35 million Tomans, it is not included in the law, or if an account had 100 income transactions in a month, but the total deposits were 34 million and 999 thousand Tomans, it is still not included in the law, why? According to the law, both the number of transactions and the total income in the month must be fulfilled.
Therefore, all the examples and claims that have been put forward for this resolution in the media and virtual space and claim that according to it everyone who has an increase of even one million tomans in income must pay taxes, are pure lies and probably the purpose of this is to destroy the government and the parliament and call the people away from Participation in elections.
The public relations of the parliament, as always, requests all the media, after expert and specialized review of the approvals, to publish it, so as not to present wrong information to their audience.
