With the start of each new term of activity of the Islamic Council and according to the rules and regulations; The issue of electing the head and the prosecutor of the country’s audit court is a hot topic of the official and unofficial organizations of the country. Because according to principles 54 and 55 of the Constitution of the Islamic Republic of Iran; The Court of Accounts, as a financial court and the supervisory arm of the parliament in the internal dimension, has such a sensitive and important position that it can open the way for many issues for the country’s decision-makers to the extent that, despite the independence of the country’s three powers, I propose I want the head of the country’s audit court to participate in the meetings of the government board and also in the foreign and international dimension with his membership in the international organization INTOSAI; To be the source of useful specialized consulting services for the world in different dimensions.
What is considered a great pest for the activity and survival of the Court of Accounts of the country; Indeed, it is far from professionalism. In other words; Whenever this organization falls into the trap of tastes and parties and unprofessional orders and demands with a political approach for personal or group interests and instead of fulfilling its professional role which is based on impartial audit and specialized control and supervision, Carrying out the orders of this and that can be a witness to its organizational decline and inefficiency. The work of the National Accounts Court should ultimately lead to the reduction of financial administrative violations in the country and on the other hand, it should help to improve the status and efficiency of the statesmen in scientific and fair budgeting. The result of such a process should also lead to the creation of added value for the country in all fields and the fair distribution of wealth in the society, which is indeed everyone’s wish. Therefore, the role of the National Accounts Court as a specialized regulatory organization is a unique role, the basis of its legitimacy and efficiency; It is professionalism. Therefore, as long as the Court of Accounts is free from any kind of margins, commands and prohibitions; If he is busy with his legal duties and orders, we can be sure that the wheel of control and supervision of the country is moving and moving forward. From an international point of view, it is also appropriate that the writer of these lines; I would like to introduce the new term audit-based diplomacy, which means that with our professional and specialized reports on various issues such as climate issues; the environment; population; human development indicators; reduction of financial crimes; Reducing smuggling and We can as a pioneer; We should have many words for the world, especially the members of the international organization INTOSAI and finally the United Nations and its related areas, which will raise the level of our country among others and bring us the position of authority in this field. Through synergy with other institutions and bodies, the auditing diplomacy of the National Audit Office can be the language of our country for international negotiations and bargaining and global relations and interactions, so that we can get a greater share of the world’s economic cake for the greater welfare and comfort of our beloved nation. Provided that professionalism; The rationality and discourse of the elites should be included in the agenda of the President in the new work period of the National Accounts Court.
