In Article 6 of the Law on Support for the Restoration and Revitalization of Historical-Cultural Textures, it is stated that the Program and Budget Organization is the main custodian of the country’s executive technical system, regarding the development of a specific technical and executive system for historical buildings and textures with the cooperation of the Ministry of Cultural Heritage, the Ministry of Roads and Urban Development and Housing Foundation should take action and send it to the Council of Ministers for approval.

In the law of permanent decrees of the country’s development programs approved in 2016, it is also seen that the program and budget organization is in charge of the integrated technical and executive system of the country and is obliged to compile the document of the integrated technical and executive system of the country. The executive regulation of this section was also approved by the Cabinet of Ministers in 2019, and in this regard, it is expected that all the technical and executive systems of the country will be covered by this integrated system.

The program and budget organization, according to the task of the Law of Permanent Decrees and its executive regulations regarding the integration of the technical and executive system of the country and despite the specification of the technical and executive system of historical buildings and structures in Article 6 of the Protection Law; In 1401, that organization requested the approval of the compliance of historical buildings and structures with the integrated technical and executive system of the country based on the regulations of 1399 from the government.

Among the reasons put forward by the Program and Budget Organization was that the technical and executive system that the Ministry has been preparing in the past by one of the country’s universities is a model of the former technical and executive system of the country, therefore the need to prepare an independent system for historical buildings and structures. Does not exist.

In the fall of 1401, the request of the Planning and Budget Organization to comply with the historical buildings and structures of the country’s integrated system, which practically meant ignoring Article 6 of the Protection Law, was placed on the agenda of the relevant commission in the government delegation, and with the defense of the deputy of cultural heritage, The necessity of the program organization’s commitment to the development of regulations for the specific executive technical system for historical buildings and structures was not on the agenda of the government board, and again the task of developing the regulations for the specific system for historical buildings and structures was communicated to the program and budget organization.

After notifying the Secretary of the Government Council to the Program and Budget Organization; In order to speed up the issue, the Vice-Chancellor of Cultural Heritage took action on the drafting of the regulations of the executive technical system and sent the draft to the Program and Budget Organization.

During the expert meetings, finally last March, the revised text of the regulations was sent by the budget program organization to the government board and in the meeting of its review in the specialized committee of the government board, due to the existence of considerations from other member institutions, it was assigned to the budget program organization. The final consensus regarding the text of the proposed regulations was reached in expert meetings with the Ministry of Cultural Heritage, the Housing Foundation and several other agencies by May, and the text of the proposed regulations agreed between the agencies was sent to the government.
