The need to deal with Mohammad Baqer Nobakht, the head of the Program and Budget Organization, in the case of the purchase of guarantees / the risk of a sharp decrease in wheat production next year threatens the country!
In recent years, the government does not properly implement the law on the purchase of guarantees due to incorrect price determination and delay in announcing the prices. This issue has caused protests by farmers, experts and many MPs based on the serious threat to the country’s food security. According to the law on guaranteeing the purchase of basic agricultural products, the Ministry of Agricultural Jihad is responsible for proposing the guaranteed purchase price of the products mentioned in the law, and the Economic Council is responsible for the final determination of the price of these products based on Article 36 of the Law on the Addition of Parts of Materials to Government Financial Regulations (2).
Wheat is one of the products mentioned in the law of guaranteeing the purchase of basic agricultural products, the production and supply of which is very important due to the provision of bread for the country’s consumption. The only support of the Iranian government for the production of this product is the purchase of its guarantee, while many of the large wheat producing countries provide various support to the farmers who produce this product. Payment of direct subsidies to farmers, reduction of production costs, payment of low interest facilities with multi-year repayment period, market guarantee, export incentives and insurance of agricultural products are among the well-known support of governments to wheat producers.
In Iran, however, there is no significant support for wheat producers, and the government only buys the products produced from farmers at a certain price by implementing the guaranteed purchase law. Failure to determine the correct price of wheat and failure to pay farmers’ demands on time in recent years has caused a decrease in the amount of wheat sold to the government, so that the government’s guaranteed purchase of wheat from about 12.5 million tons in 2015 to 8.2 million tons per year. The decrease in the amount of guaranteed purchase of wheat in the last two years has caused an increase in the import of this product and has actually caused the loss of the achievement of self-sufficiency in the production of this product at the height of the US sanctions against Iran.
For this purpose, the Agriculture Commission of the 10th Parliament, while investigating the problems of the government’s implementation of the Guaranteed Purchase Law in November 2017, identified the head of the Program and Budget Organization as the main culprit of the failure to implement the Guaranteed Purchase Law in recent years. The report of the parliament’s agriculture commission on March 26, 2017, was received in the Islamic Shura Majlis and approved, so that Nobakht will be introduced to the judiciary as the main person responsible for the non-implementation of the guarantee purchase law. Considering that about 1 and a half years have passed since the parliament complained against Mr. Nobakht as the person responsible for the violation in the implementation of the law on guaranteeing the purchase of basic agricultural products, there is still no news of his trial in court, and the difficulties in implementing this law are also due to Mr. Nobakht’s responsibility in the organization. The program and budget are in place. From this day, the current head of the judiciary is expected to take immediate action regarding the trial of Mr. Nobakht, and the members of parliament are also expected to determine the correct price of wheat by the government in order to prevent the country’s dependence on food items under sanctions.
