Noteworthy to all engineers who are members of the organization: the start of any construction operation depends on having a competent executor and introducing it to the supervisor (real and legal).
Regarding the duties and tasks of the factors involved and effective in urban construction, in order to check and ensure the existence of a competent executive, it should be said that supervising engineers are the last link in this chain, and before that, the licensing authorities and the provincial organization are responsible.
In this article, only the legal documents related to the respected supervisors are mentioned, and God willing, in another article, the legal duties and responsibilities of other effective and decisive factors will be discussed.
But regarding the duties of respected supervisors, it should be said:
According to paragraphs 14-4-3 regarding real supervisors and also paragraph 15-4-7 related to legal supervisors in the second topic of the National Building Regulations, ensuring the existence of a competent executive is one of the duties of respected supervisors.
3-4-14 The real supervisors in the supervision department of the buildings in which the use of the contractor is required according to this procedure letter, are required to obtain assurances about the execution of the building by the contractor.
And the start of any construction operation that is subject to the executor’s letter of execution, depends on having an executor and his introduction to real observers.
“The building permit and the permission to start construction operations must have the signatures of all the supervisors and the coordinator supervisor of the construction project and the executor”
7-4-15 The legal supervisors in the supervision department of the buildings or complex or construction complex, in which the use of the construction contractor is required according to this letter, are required to ensure the implementation of the project by the contractor.
And the start of any enforcement operation that is included in the construction executive’s letter, depends on having an executive and introducing him to the legal supervisors by the employer.
