The statistics related to accidents caused by work in Iran’s construction workshops are much higher than the world average.
Every year, 17% of fatal accidents happen in construction sites in the world, and in Iran, this amount is over 45% (based on the statistics of the years before 2014).
This statistic was about 40% in 1994, which indicates a significant difference in the occurrence of accidents caused by construction work in Iran compared to other countries.
According to the investigations conducted by the Ministry of Labor, 11 main factors play a role in workplace accidents.
The most important of these factors are:
• Using unsafe and defective equipment;
• carelessness;
• incomplete light;
• unfavorable ventilation;
• Dangerous clothing;
• lack of information and training;
• Failure to comply with safety regulations.

In the absence of a systematic view of the issue, the main reasons for the higher statistics of construction accidents in Iran compared to other countries are usually stated as follows:
1- The government’s weakness in conducting necessary inspections and controls as the most important factor.
2- Absence of sufficient executive guarantee for regulations and guidelines.
3- Eliminating the critical costs of improving safety in construction sites by employers with the aim of obtaining the highest profit.
4- Employers and contractors pay less attention to safety by increasing trust in liability insurance and entrusting the payment of possible compensation to insurance companies.
The accident is usually summed up in the general and common phrase of not complying with safety principles or regulations, without addressing the main and root causes and factors of these accidents, and if actions and decisions are taken, it is done in the absence of a complete root-finding, and as a result, an impact on There is no way to prevent these incidents or reduce them.
If construction accidents are considered with a systemic approach, a better understanding of the complexity of the nature of the accidents and a more complete knowledge of the factors that cause them will be obtained.
The system as a whole unit is a set of components that are closely related and interact with each other.
In a systemic view, in addition to the direct causes and factors of the accident such as physical, chemical, biological and ergonomic factors that are expressed in different theories of the cause of the accident, indirect causes and factors are also identified which are very influential.

1- Weakness of public awareness and neglect of health, safety and environmental protection in general in the society (weakness of public belief).
2- Lack of systemic thinking in the construction sector.
3- The existence of different construction systems in the country.
4- Basic weaknesses in the building control system.
5- The absence of a single institution responsible for health, safety and environmental protection in the construction sector, the multitude of decision-making centers involved in the matter, and the lack of cooperation between them.
6- Absence of a comprehensive health, safety and environmental protection and control system in the construction sector.
7- Extensive involvement of unqualified persons.
8- Multiplicity of valid documents (parallelism, interference, discrepancies and deficiencies).
9- Lack of specialized training for construction workers.
10- Absence of work inspection and specialized professional health in the construction sector.
11- Lack of skilled workers and qualified operators.
12- Lack of implementation of executive guarantees and legal deterrence.
13- Weak will and commitment of management.
14- Not using standard materials.
15- Lack of management knowledge, project management and construction management.
16- Lack of sufficient studies and research and lack of feedback and learning system.
