#Circular 50% increase in #government employees’ salaries and benefits
Circular on increasing points by 50%, Chapter 10 of the Civil Service Management Law (Circular No. 696488 dated 11/30/2018, National Program and Budget Organization)
Circular to all the executive bodies in which the increase in the privileges of Chapter 10 of the Civil Service Management Law has not been implemented so far.
Given that the employees of the executive bodies are entitled to increase the privileges of Chapter 10 of the Civil Service Management Law up to fifty percent (50%) after the approval of the Council of Ministers and the Salary Council, it depends on the existence of credit in the annual budgets, and during the past years, a number of bodies According to the legal provisions and regulations, the executive authorities have used the increase of the mentioned privileges and a number of other executive bodies despite Resolution No. 162862/T54057 H dated 12/21/1395 of the Council of Ministers and Resolution 12/20/1397 of the Salaries and Wages Council According to the increase of up to 50% of the points of the 10th chapter, due to the lack of approved credits, they could not use the said increase for their employees and this has led to inequality and differences in the payments of human resources, therefore, according to the emphasis of the honorable president to resolve Discrimination and observance of justice in payments and in line with the implementation of Note 3, Article 29 and Article 30 of the Law of the Sixth Five-Year Plan of Economic, Social and Cultural Development of the Islamic Republic of Iran and the announcement of the executive bodies applying for the increase of privileges, stating the possibility of implementing the aforementioned approvals from the approved credits. According to this circular, the institutions whose employees have not received the above-mentioned approvals and other similar increases in privileges can, from 1/12/2018, increase up to fifty percent of the privileges of Chapter 10 of the Civil Service Management Law according to the provisions contained in the aforementioned approvals for Employees should take action.
The implementation of this directive depends on not creating any financial burden in excess of the approved and allocated credits.
In this regard, the salaries and benefits of contract employees for certain (specified) work, subject B, Article 28 of the Law of the Sixth Development Plan, are equal to eighty percent (80%) of the salaries and benefits of equivalent contract employees in these institutions. The method of applying this increase will be based on the instructions that will be announced with the joint proposal of the country’s program and budget organization and the country’s administrative and employment organization.
The resources needed for the implementation of this circular in 2019 are from the approved expenditure credits of the executive bodies, with an emphasis on saving costs and revenues from the sale of surplus movable and immovable assets, in compliance with the relevant laws and regulations, as well as other items proposed by the executive bodies. It is provided with the approval of the program organization and the country’s budget.
