The organization of the construction engineering system in 31 provinces is facing serious problems that need to be addressed and solved urgently. Of course, there are more cases than these and the following are mentioned in the first step:
1. Corruption caused by formal legal companies that use a level 3 engineer’s license to supervise and implement building construction (contrary to the authority stated in Article 12 of the Executive Regulations), which has violated the rights of real engineers and sound legal companies. Getting rid of this corruption only needs to control the competence and capacity of the real engineer of the legal company.
2. Failure to prepare a guideline for supervision referrals for natural and legal persons regarding the issue of renewal and succession, which should include parameters regarding the difference in people’s base, license history, and practice history, so that justice is observed.
3. Failure to prepare a comprehensive integrated system of engineering services. In the current situation, each province has a system where agents manipulate system information (violation of the computer crimes law), which leads to unfair engineering services being entrusted. Until now, the country’s construction engineering system organization has not used the highest effort to build a comprehensive engineering system.
4. Using the services of 7 supervising engineers from the beginning of construction operations with the aim of paying attention to surveying, urban planning, and traffic engineers (according to existing instructions)
5. Strengthening and expanding the services of executive engineers to increase building life, industrialization and productivity
6. Violation of conflicting interests directives by the elements of the provincial engineering system organization and road and urban development employees and other 12 institutions defined in the conflicting interests directives. In this matter, there has been no follow-up at all by the Road and Urban Development Department of 31 provinces.
7. Lack of transparency in publishing the work of engineers and board approvals on the official website of most provinces
In conclusion, it should be mentioned that during the reign of His Highness, nothing significant and positive happened for the engineers of the construction engineering system. Far from any promise, your ministry is expected to implement transparency and electronic government in the construction engineering system organization in order to prevent corruption.
