Everything does not start with us!

The first and second images are selected images of the driving situation in two different communities; And various questions are always formed in our minds with such comparisons; Questions such as “Why is there such a difference?” Or “Are the other characteristics of those two societies equally different?” and
But probably some would like to say to you and me: “This is the difference between two cultures; The difference between the citizens of two different societies! They continue: “We have to start with ourselves!” These have nothing to do with the government; These are the behavior of two societies”!
And I want to say that these statements are false or at least not the whole truth!
The differences between the two images
The first thing that catches our eye in the second image is the regular and directional lines on the road; Interlocking lines that have turned it into a complicated map. In fact, in both societies, in both images, there is a road; There is also a car that moves; That is, maybe there is not a big difference in terms of civil infrastructure; Even color and lines are used in both!
We know that there have been driving laws in Iran for many years; and the reward and punishment system for drivers; It is not too much to ignore; And by the way, it has a strict executive guarantee. But the difference is a small one: those lines on the road in the second picture are not in the first. It means that there is even a line, the yellow grid lines that were there or not, it doesn’t matter; not a guide; It is not a guide.
Each of these lines in the second image is a guide for each driver who decides to choose his future path at the crossroads. Lines that are not often found on the roads and streets of Iran.
In fact, the difference between the two images is what is called an institution in economic and social sciences. In the eyes of the general public and in the language of street people, the institution is considered equal to the administrative organization; But in the language of science, institution includes laws or even public procedures and behaviors.
The concept of institution is one of the most complex concepts; And institutionalization is usually more complicated than that. Institutionalization of building a new administrative apparatus; And not to inflate the government! Institutionalization is the creation of the same order and order that you see in the second picture, sometimes only with “guidelines”.
We can’t always start from ourselves!
But the key question is: to transform a society from the first situation to the second, can we start from ourselves?
If in the first society you want to act like someone in the second society; You will probably stay behind the traffic of cars for several hours; You may hear several insults and eventually you may be threatened by several people due to the traffic disturbance.
In fact, the transition from the first to the second society is impossible without the presence of the government (in its broad sense). any recommendation that wants to address the citizen; It is hypocritical advice. This transition is only possible in the shadow of the developmentist government; And it is also impossible without it. A government that starts from the least expensive part of development: guidelines!
There are institutions that can guide our movement beyond laws and regulations and beyond infrastructures such as traffic lights. They can help to transform the first society into the second society; No need for more penalties and no need for infrastructure costs.
In fact, the citizens of the first society are not more wicked or uncivilized, nor are the citizens of the second society necessarily more law-abiding; The difference is in what is not there; The same simple things that may not cost a lot; The difference is in the absence or presence of the developmentalist government.
Now try again to start from yourself; But believe me, many things do not start with you!
