Foreign nationals will no longer be able to apply for a post-study work permit (PGWP) at the US-Canada border, Immigration Minister Mark Miller announced Friday.
Miller said the move is being implemented to limit a phenomenon called “flagpoint.” In flagpolling, some temporary residents of Canada leave the country and immediately return to Canada to receive same-day immigration services to avoid the usual wait times for online applications for work or study permits.
“The time and effort required to process Flagpoint applications takes officers on both sides of the border away from their critical role in protecting the safety, security and well-being of Canadians and Americans,” Miller said in a statement Friday. “This action will help prevent this practice while maintaining the integrity of our immigration system.”
Essentially, at Flagpoint, a person leaves Canada and reports to US border officials that they intend to return to Canada and do not wish to remain in the US. Upon arrival at a Canadian point of entry, the Canada Border Services Agency can review the individual’s application for immigration services, including a work permit.
Immigration said it hopes to encourage temporary residents to apply for permits from within Canada instead of using Flagpoints, of which there are 12.
