It is recalled that the engineering community of the country has faced many problems, among them are the problems of work and activity in the field of designing and preparing construction plans. So that in most cities and different regions of the country, some influential and beneficial engineers who are employed and have positions in key and related institutions such as governorates, housing and urban development departments, village councils, district administrations, and especially municipalities, are trying to form a secret and corrupt gang in the field Attracting cases and designing construction plans by abusing their job position and making promises to owners and contractors to solve construction violations, mitigate construction violations, or overlook some violations and executive defects, and most of the construction files and plans themselves They attract and design, and this matter at this critical time when economic problems, inflation and unemployment are plaguing the majority of jobs and trades in the country, has actually caused the unemployment and dissatisfaction of the majority of engineers who are in trouble from the point of view of livelihood and work and their salaries are lost.
The conflict of interest law is not properly implemented in the majority of cities and if it is implemented in some places and prevents the activities of engineers with employment licenses subject to conflict of interest, it will not have a significant effect in the mentioned case, because these people and the gang they have formed, if they have an employment license If they don’t use it themselves, they push the cases to specific offices and engineers by taking percentages and amounts. This issue can be inquired from engineering system organizations (checking the functions of design engineers) and from fair applicants. If it is followed, it will be clear that most of the map design is limited to a few specific offices.
Therefore, I, as a member of the community of design engineers, request your Excellency to implement justice and achieve equality and fair distribution of work among all design engineers, to refer the design work as well as the supervision work through the current work referral system. In this way, the order to prepare the map has been sent to the engineering system from the licensing authorities and municipalities, and according to the employment capacity and the remaining percentage of engineers, the introduction of design engineers in different fields is done through the system so that no engineer’s rights are violated and all engineers can To provide their family’s livelihood without worry and work in a fair environment.
