Confirming the need for a national system of housing production and transactions in the country, he said: There are many solutions for the development of housing production; Including not taking tax, but it should be a national decision for the capital demand of housing, and one of the ways is the tax on housing income.
Believing that the implementation of the housing income plan will boost housing production, he said: The tax on housing income includes 10 to 15 percent of transactions that participate in buying and selling housing for the purpose of speculation.
He added: In this plan, producers and builders of housing are exempted from taxes, which is followed by a boom in production and jobs that depend on housing.
A member of the Parliament’s civil commission said: “In the economy, we don’t have anything called brokers and middlemen.” A broker or intermediary acts as a buyer and an applicant or a seller.
Seyyed Kamaluddin Shahriari pointed to the balance system in the supply and demand market and added: You cannot control housing prices by ordering and designing the system.
He added: If housing is produced and supplied as needed and no way for speculation or capitalism is found, the price of housing will be balanced.
Shahriari said about the reason for opposing the plan of capital gains in housing: capital is a collection of assets that operate in different sectors of production, and if the government wants to create stability in the economy, it should implement the tax plan on housing gains on all investment in sectors Other production should be considered.
If the tax plan on the capital sector of housing is implemented, it will harm the production of housing and the jobs that are related to it. This plan to collect tax on housing income is incomplete.
