He actualized the idea of ​​a two-class society by making his supporters (a small percentage of the people) rich and his enemies (the majority of the people) poor. He believed that if the enemy becomes poor and poor, all his protesting energy will be neutralized. In this way, it did not take long for the Spanish middle class to become second-class citizens, and shack living on the outskirts of big cities flourished. In these inhuman settlements, hunger, suicide, addiction and all kinds of crimes were rampant, but the government stood by and just watched.
At the same time, Franco gave financial privileges to his supporters and minors and made them fat. He gave bread and water positions to those who helped him in maintaining power, and if the position and job were not enough, he gave money, house and land. He always kept their bellies full so that they would not join the ranks of the enemies.
He knew that by keeping them satisfied, he could buy their loyalty to the regime. Of course, he was careful who to give and how much to each person. If he felt that someone had eaten enough and filled his pocket too much, he would gently push him aside because it was probably the turn of another person to take his share of his diet and eat.
In fact, one of the main tasks of General Franco was to decide who should get rich and who should not. This was the axis of his new-generation system. This system is the most effective for any dictator in a country without political parties.
Of course, the optimal functioning of this system requires a lot of money and facilities, which must be in the hands of the dictator so that he can always have them at his service by distributing it among his agents and minions.
The establishment of the neo-culture system allowed Franco to replace political parties with a system of personal circles and networks; Networks and circles that eventually ended up with the dictator himself. He managed to cultivate a collection of politicians with no pedigree and lowly officials, the only thing that mattered to them was maintaining their position and remaining on the vast table of rents and privileges. It was exclusive. Anyway, he left and democracy was replaced in Spain.
This new breeding system had other benefits for Franco to keep for later.
