Iran has not been excluded from ICOM and ICOMUS

Since Ahmadinejad’s government, these two organizations continue to operate by paying membership fees

The experts explained in an interview with Ershbashi that:

First, the issue of Iran’s membership in ICOM “International Council of Museums” and International Council of Sites and Buildings (ICOMOS) has basically been of a non-governmental nature from the beginning, and the government is not a member of these two institutions.

That is, unlike the World Heritage Committee, ICROM (International Center for the Study, Protection and Restoration of Cultural Historical Monuments (ICCROM), and other institutions. These two institutions are NGOs, and the real members are its members, not legal members.

In other words, there must be a legal entity in the World Heritage Committee, i.e. a representative of the government, but ICOM and ICOMOS are real people from any class and related profession, even a person may hold a government position and be a member of one of these two institutions or both. However, this membership is an example of membership in a specialized and non-governmental association, and its position is also independent and non-governmental.

Second, in the past, the membership fee in ICOM and ICOMOS was paid by the government. This is because Mr. Mehdi Hojjat or Shadervan Baqer Ayatollah Zadeh Shirazi, who were the presidents of ICOMOS, had government positions and were heads of cultural heritage.

Or the heads of ICOM, that is, Mr. Seyed Mohammad Beheshti and Seyed Ahmed Mohit Tabatabaei, were officials and heads of cultural heritage, so they took money from the government and paid to ICOM and ICOMOS Global.

Later, in the Ahmadinejad government, the structure of the cultural heritage organization was changed. These institutions decided to be completely independent from the government. Therefore, in order to pay the global membership fee, they took the annual membership fee from the members of these two institutions and then paid the global ICOM and ICOMUS at the same time.

So practically from the Ahmadinejad government onwards, the government did not pay money for the membership fees of these two semans to the international institutions and they continued their way through the membership fees of the members and specialized and scientific semans became completely non-governmental and independent and in this position even They can easily criticize the performance of governments in the field of sites and buildings or museums, as ICOM and ICOMUS have such a position regardless of the countries’ perspective.

Thirdly, because these institutions were not yet established in the country in the 60s, their costs were paid from the government budget. Now, in the revision of the laws, the legal vice president has proposed to amend the text of the law regarding these two cements, because it has been almost 20 years since these institutions became independent. And the government is no longer obligated to pay their membership fees and does not pay, so this part of the law should be removed.

Fourth: Therefore, Iran’s ICOM and ICOMOS are still standing and continue their previous practice, and Iran has not been removed from the two global non-governmental specialized international organizations.
