Citizenship is the most dynamic social concept of the present age. It is a social contract that includes the mutual rights of the people on the city and the city on the people. One of the criteria and performance indicators of the city management system is the realization of citizen’s rights. Urban management strives to achieve the excellence of the city and citizen to implement the influence of all elements on urban management. In this regard, urban planners and managers are trying to take steps towards the realization of citizen’s rights with the approach of participatory planning in micro- and macro-urban projects.
In participatory planning, decision-making about the development and construction of a city or region should be done by all those who are effective and interested in it, and it should be based on justice, freedom and the right to choose citizens. In other words, the renovation and management of the city should be a community-oriented process based on the improvement of the economic, social and environmental situation, in which people are the main beneficiaries.
Participation can be used in different forms and different meanings. Participation in the general sense is actually an action in which a person joins a group to achieve common goals. Sometimes in planning, consent is interpreted as participation, and the important point in this context is the substantive difference between “participation” and “agreement”. Agreeing is only getting the favorable and positive opinion of a group for a pre-made decision, and in that person agreeing, it does not provide special help, but participation gives the individual the opportunity to reveal his ability and his ability and talent to achieve goals. Use a group. In fact, it is a two-way social transaction between people and officials.
Limiting the definition of public participation in the form of “the right to be informed and express opinions” is a narrow interpretation of community involvement in the decision-making process, which implies more communication than participation. Although effective communication between the community and decision-makers is a basic element in participation.
Currently, people’s participation is one of the keys to the success of urban projects and the criterion for evaluating the performance of the urban management system. This participation is not realized by itself and with a top-down approach, but requires proper foundation and foundation. It is from the city administration.
Citizens in a cooperative approach, with awareness and a sense of responsibility, in addition to benefiting from citizenship rights, perform the duties and assignments they have towards their surrounding environment correctly.
Teaching and explaining the concept of participation, its dimensions and characteristics, as well as the ways of participation in an objective and specific manner and in a suitable and inclusive way, not only to citizens but also to those in charge, will be one of the primary requirements. Because only by strengthening citizenship thinking and asserting citizenship rights, one can take steps towards the sustainable development of cities and urban communities.
With these interpretations, the participatory planning approach can be considered as a tool to improve the urban performance system. When planning in cities is based on the real needs of citizens and with their participation, their supervisory role on the implementation of programs is also increased and directly affects urban development programs and improving the quality of life of citizens.
