Do we expect ductility from bending joints? yes absolutely Steel is an inherently malleable material, and even the least malleable elements in the steel design (usually considered welds) have a significant level of malleability. Honestly, even after years of doing such tests (tests on flex joints), we regularly underestimate the ability of welding to redistribute loads without sudden complete loss of the weld. While there are certainly things that can be done to increase or decrease ductility, there will always be a small amount of ductility in the joints of steel structures.
