Report of the 5th virtual meeting of surveying the challenges of the surveying engineers of the provinces on 07/30/99
On Wednesday, 07/30/99, from 4:30 p.m. to 7:00 p.m., a virtual meeting was held regarding the examination of the problems and challenges of the surveying engineers of the provinces. And the following cases related to the non-implementation of mapping design and supervision in the engineering system organization of Isfahan and Tehran provinces were investigated in the presence of the respected representatives of the said provinces.
A – Isfahan province
1- Due to the fact that in Isfahan Province, as in Tehran Province, mapping design and supervision operations are not carried out in the Engineering System Organization. Therefore, it has created many problems for other design engineers and supervisors, especially architects and civil engineers.
2- One of these important cases is the creation of problems caused by the lack of a map of the existing situation before architectural design, which was prepared in a sketchy form by people without technical qualifications and information (without mapping operations and without relevant equipment) and in a very non-technical manner, and height codes. And the angles and distances in them are not considered in principle, therefore, most of the designs carried out with the existing condition of the land have gross contradictions and lead to the occurrence of very worrying mistakes in determining the parameters of leveling the floors and determining the correct geometrical position and the exact implementation of the properties as well as the position of the foundations. and so on.
3- The direct involvement of surveyors who are not in the same field or even experimentally in Isfahan Municipality, who consider themselves experts in controlling the real estate situation and assigning the B.M code, while the same group, due to their personal interests, hinders the implementation of surveying supervision through the Isfahan Engineering System Organization. have been
4- The provincial tariffs regarding the separation of apartments and the design and supervision of mapping are very low, and in relation to the design and supervision of mapping, unfortunately, the head of the organization has also expressed its opposition, which is probably due to lobbying with Isfahan Municipality.
5- About the project of outsourcing the real estate map in Isfahan by the registry office, opinions were also exchanged that unfortunately, the very low tariff and taking heavy obligations in this regard are objected to by most of the surveying engineers. Moreover, the general registry office of Isfahan province itself without reference from Through the engineering system organization, he acted to distribute and refer the proposed works to the certified surveying engineers, which caused the surveying tariff in the organization to be affected by the very low tariff for outsourcing the preparation of real estate maps (in the Shamim system). In this regard, due to the piloting of real estate map outsourcing through Isfahan Province Real Estate Registry Office, it was recommended that for Tehran Province, it should be coordinated with Tehran Registry Office and the Engineering System Organization of Tehran Province in order to refer the outsourcing of real estate map preparation through the Provincial Engineering System Organization. Tehran, and in this way, the support umbrella of the Engineering System Organization of Tehran Province is provided for the outsourcing of real estate maps.
B- Tehran province
In relation to Tehran province, most of the above-mentioned cases correspond to Isfahan province, and the activities carried out in this regard should be carried out with the help of the Central Council and the support of the specialized mapping commission of the Tehran province organization (which is holding the elections of the members) and follow up the members. Dear Article 33 group and other veterans in the field of mapping engineering, the necessary arrangements have been made and a memorandum of understanding was signed between Tehran Municipality and the Engineering System Organization of Tehran Province for the implementation of mapping design and supervision as well as the outsourcing of real estate maps through cooperation between the General Directorate of Registration and the System Organization.
