Article 34 of the Building Engineering and Control System Law based on compliance with the national building regulations, the results of the supreme supervision of Article 35 of the aforementioned law show that a significant part of the applicable regulations of Article 19 of the National Building Regulations are not applied in the stages of design, supervision and implementation.

Considering the crisis of energy imbalance and the share of buildings in the energy consumption of the whole country, the responsible institutions, including the Supreme Energy Council, have sent continuous follow-ups to this ministry regarding the reasons for not achieving the expected results from the 19th issue and with the urgency of requiring its full implementation. have emphasized.

Therefore, due to the extreme necessity of the issue, some points are specified below to emphasize to the provincial organization and all designers, supervisors and executives.

1- According to paragraph 19-4-3-7: In public buildings of groups 1 and 2 of tables on page 190 and 191 that have a central heating and cooling system, it is necessary to install a consumption measurement system for each unit or independent section of the building. be made

2- According to paragraph 19-5-4-2: electric motors used in heating cooling systems, escalator elevator ventilation and moving walkways must be equipped with an efficient system for adjusting the speed and appropriate working point.

3- According to paragraph 19-3-1-3: mechanical facility plans must include energy consumption control systems.

4- According to paragraph 19-4-3-9: it is necessary to provide the possibility of balancing the distribution circuits of cooling and heating systems by considering the balance valves and other required facilities.

5- According to paragraph 19-4-4-1: in the design of electrical installations, a graph of electricity consumption during the operation period and the annual and daily amount must be prepared.

6- According to clause 19-4-3-6: the hot water return circuit must be equipped with a system that controls the operation of the hot water return pump based on the return water temperature.

7- According to paragraph 19-5-4-2-d: limiting the amount of voltage imbalance in the phases during the operation of the motor to less than (1%) in order to prevent the reduction of the motor efficiency, it is necessary to mention the above items only as A limited sample of the cases that are often neglected was announced and it is necessary for that organization to take appropriate and effective action by forming specialized commissions to review and count other neglected cases in the national building regulations and require the provincial organization to comply with them.

Therefore, there is a legal requirement, while issuing an order to emphasize and continuously follow up on the above-mentioned matters, to the organizations of the engineering system of the provinces, to prepare a report on the improvement of the conditions of the application of the mentioned subject, especially in relation to the mentioned cases, based on quantitative and qualitative indicators, on a monthly basis and through it Council should be sent to this office.

In the end, it is necessary to submit Articles 83 to 101 of the Executive Regulations of the Engineering and Building Control System Law, especially paragraphs A to 91 of the article, as well as Note 4 of Article 85 within 15 days from the date of receiving this letter, and repeatedly with time intervals of up to 14 days. By the organizations of the engineering system of the provinces, all the members, including the members of the provincial board of directors, designers, supervisors and executives, both real and legal, were emphasized and reminded in an effective and appropriate manner, and the report related to this information was also sent to this office along with the necessary documents. be sent
