Trip to Mashhad, 2014
I traveled to Sabzevar to start the free operation of the Sabzevar-Nishabor-Mashhad road and from there I left for Mashhad. Due to the high traffic of this route, it was necessary to upgrade the service level of this route from a highway to an freeway. The main problem was financing the start of these big projects. The government was and is in financial trouble. At the prices of that time, we had a half-finished project worth more than 250 thousand billion tomans in the ministry, which has remained in the same situation with almost a few changes and has made very little progress. Therefore, not only was it not possible to start new projects, but the completion of previous projects was also faced with thousands of problems. Therefore, one of the required qualifications of a statesman in these days is to create the capacity of new investments from non-governmental or public sources that are not available to the government. When I went to the ministry, I saw that projects are carried out with 20% participation of the non-governmental sector and 80% participation of the public sector, but on the other hand, they put their hands in the pockets of the private sector partners. Therefore, no one was ready to cooperate with the government; It means that the contract is a double loss. When the partnership became 80-20 with a high share of the government, the project was stopped. Because if the government could provide 80%, it would not choose a partner for 20%. And on the other hand, 20% participation meant escaping from bidding and receiving work without bidding, which had the potential for corruption. My policy was that the partner should finance at least 70%. However, in front of the government, it promises to be loyal to the contract it signs and not to spend money from the pocket of a private partner to gain popularity. At first there was some resistance. But, finally, when we showed our loyalty to the government’s commitment and contract, the non-governmental partners stepped forward. This project was one of them. that the previous agreement with the ratio of 35-65 to the above share was the responsibility of the government. I put my two feet in one shoe that the partner should finance 70%. Therefore, we obtained the approval of the government with the same ratio and started the operation. The next point was that Bitshri’s partner had a desire for the Neishabur-Mashhad plot and did not have a desire for the Sabzevar-Neishabur plot. Because that part had more traffic. Again, with my insistence, the partner also accepted this condition. I will provide more explanations about this in the next notes. In any case, this section was started, but according to the latest news that I received, for now, the partner has activated only the three-way section of Torbat Heydarieh-Mashhad, 32 km long, and we have left the rest of the sections.
