Sometimes when the question is raised, why does a construction contractor want to choose a supervisor, a general case is raised, such as the desire to do low-quality work, or knock on a door, or remove piles, or remove a shear wall.
But I have to say that there is one thing that the construction contractor does his job perfectly. There is no defect in his quality, but he desperately needs a supervising engineer who will keep quiet for a while (not always).
The so-called 2-map project. The building has a design plan approved by the building engineering system organization based on the order of the plan derived from the detailed plan to obtain the permit from the municipality and a second design which is implemented.
For example, according to the detailed plan, only 5 floors can be built at that point, but the owner wants to build 15 floors (or the same 5 floors, but with extra square footage on each floor), so 2 plans are created. A 5-story plan that all the administrative steps are followed and a 15-story plan (or 5 stories but with a different size on each floor) according to which the building will be built, but it has not been reviewed by the Building Engineering System Organization.
In 2-story buildings, the construction contractor sometimes works cleanly and with quality, but he prefers to be an observer who does not enter from the 5th to the 15th floor and does not report to the district municipality to stop construction operations and notify the Article 100 Commission.
Ironically, when we do the calculations, it is more likely that the construction contractor of such projects has relations in the city council or the Ministry of Roads and Urban Development or the government delegation or the parliament. To include the idea of selecting a supervisor by the construction contractor.
In any case, the subject of 2 maps is a corruption in the construction industry, which sometimes (not always) leads to this, from the supervisor to the district municipality officials to the building police of the construction engineering system organization to the head of the organization. material or spiritual greed in some cities. If the supervisor is not willing to work, he will refer to the organization. The main dispute for the withdrawal of the supervisor is here, unfortunately, sometimes the organization completes its cooperation with this corrupt situation by introducing the preferred supervisor of the construction contractor to replace the supervisor who has stopped reporting.
After the building reaches the 15th floor or the additional floor area is completed, it is supposed to go to the Article 100 Commission for a vote. The method of calculating this fine is the second part of the corruption of some municipal officials and the Article 100 commission (which will be discussed in the future).
Of course, if the Ministry of Roads and Urban Development loves selling density + violating the detailed plan + paying possible bribes to the members of the building, organization and municipality, let the owner choose the supervisor.
In addition, I hope friends will understand with this text why some designer friends want the supervisor to be chosen by the designer or the owner because they don’t like this situation to be revealed and the owner to work for them again. Of course, some of these designers got tired of this cat and mouse game and don’t want the hassle of a 2-map project.
