Determining the fee for engineering services for the year 2099 is off the agenda until further notice
In a letter to the General Managers of Roads and Urban Development, the Head of the Construction Engineering Development Office emphasized the necessity of removing the issue of determining the fee (tariff) for engineering services for the year 2019 from the agenda of the four-member board of the province and the five-member board of Tehran province until further notice.
According to the reporter of the Ministry of Roads and Urban Development news base, Ali Mohammad Abdi Ghahrodi, head of the construction engineering development office, in a letter to the general managers of roads and urban development of the provinces across the country, on the withdrawal of the issue of determining the fee (tariff) for engineering services for the year 2019 until further notice. The four-member delegation of the province and the five-member delegation of Tehran province emphasized.
In this letter to the general managers of roads and urban development of the country’s provinces, it is stated: following the copy of the letter number 400/01/26701 dated 21 June 2019 of the deputy of housing and construction of the relevant ministry, the issue of the need to announce the basis for determining the cost of construction per square meter of infrastructure for the four building groups On the part of the Organization of Construction Engineering System, it is recalled that despite the request and follow-up, the foundations and method of determining the construction cost related to the year 2019 have not been announced by the said organization, and on the other hand, according to the investigation, it was determined that the The construction cost of each square meter of infrastructure has not been carried out by the Building Engineering System Organization, in accordance with paragraph 2-17 of the appendix of the second topic of the National Building Regulations.
In this letter, the head of the Development Office of Construction Engineering has emphasized: In order to prevent further consequences and to clear ambiguities and to create a basis for the implementation of legal rules and regulations, it is necessary to determine the fee (tariff) for engineering services related to the year 2019 until further notice. Be removed from the agenda of the 4-member provincial board/5-member board of Tehran province.
It should be noted that if the tariff for engineering services for the year 2019 was proposed and approved by the aforementioned board before the notification of this circular, the said tariff was not enforceable until the implementation of Note 2 of Article 117 of the Executive Regulations of the Engineering and Building Control System Law. Its notification and implementation by any relevant authority has no legal basis.
